b0a6dd680e Fix app compat dashboard from settings app 
Fix an issue due to recent changes tha made the settings app
accidentally categorize non sdk gated changes as targetSdk > -1.

The recent changes made target sdk changes have a '>=' condition instead
of strictly '>', so address that issue as well.

b6b49680e7 Fix adb qr scanner text in dark mode. 
The text color is not right when in dark mode, which makes the text
invisible.

19843031ae Update battery saver preference key 
The updated preference key made slice auto conversion mechanism fail,
so when this slice is requested by external apps, the UI won't be shown
properly. So we need to revert the key to the original one.

Test: manual test
1. Open Settings app -> Settings search -> search battery saver
2. Observe battery saver result item has a toggle

db0aa6541a Hide the icon if there is no media session or album art. 
- Before this CL, the output switch panel will show a default
  icon if there is no media session or album art.

  This CL will hide the icon if there is no media session
  or album art.

30a97a9cc5 Display "see all" option when bluetooth is off 
- This CL before, Bluetooth settings will hide the "see all"
  option when bluetooth is off. For the UX improvement, this
  CL will show the "see all" button when bluetooth is off. And
  turn on the BT when user press "see all" button to let user to
  quick pair their disconnected devices.
- Update and add test case
