cb3dfb91e8 Adjust UX for toggles when active scorer is not set. 
This change fixes two issues: when wakeup is not available, update the
number of items to show above the fold in wifi preferences. When scorer
is not set, grey out wakeup toggle and set summary to reflect the
status.

c14daa2370 Add location check action for bt anomaly 
This cl adds action to turn off location permission for both
ACCESS_FINE_LOCATION and ACCESS_COARSE_LOCATION by using API
in RuntimePermissionPresenter

928b763792 Increase length of string for pref title 
Translators needed a few more characters in a preference that still
had ample space. This cl simply changes the comment to allow for
the requested character count.

b49526ee28 Show fingerprint text in backup screen lock 
When setting up fingerprint's backup screen lock, show a different
header text that says
"To use fingerprint, set {PIN/pattern/password}" instead of
"Choose your {PIN/pattern/password}".
