Manage apps now only has one list. When entered from the dashboard
it is not sortable or filterable, and shows a combination of downloaded
apps and anything that shows up in launcher. When 'all apps' is
entered through advanced app settings, the list shows all apps and
can be filtered and sorted.

Search in Settings makes it possible to find the factory reset screen.
Disable the search index in PrivacySettings so that backup and reset
keywords don't get indexed for secondary users.
Also add additional safeguards for other entry points such as public
intents, so that the backup/reset screen does not show any options.

This avoids indexing face unlock, which may not always exist or might
be disabled by policy.
Instead, add some of the relevant keywords up one level in Security

For Volantis+ devices, we will give users
the ability to enable OEM unlock through
Developer Settings. To do so, we must write
the value to the last byte of a special partition
that does not get erased even after factory reset.
This feature will only be available on devices
with the persistent data partition, thus the checkbox
is only visible for devices that meet this requirement.

Lock-to-app when disabled shows some instructions about how to
enable it and use it.
When enabled shows an option of use lock screen, which controls
whether the device is locked when exiting lock-to-app. Turning
on use lock screen requires that the device have some security
challenge.

New battery saver settings page, accessed via

The settings page has a master switch to toggle
battery saver mode, feature disclosure text,

- introduce the "base rank" concept. All SearchIndexablesProvider
will have a base rank and the Settings one will get a "0" base rank.
- use a map whose key is the authority name for the provider to get

The language and input settings are highly dynamic and this change adds search
support for that. This category depends on installed IMEs, input devices, user
dictionary configuration, etc. We not only compute the right preferences to be
indexed but also track related system state in the settings app to rebuild the
index if needed.
