d785fbab68 [DO NOT MERGE][Wi-Fi] Fix fatal exception in WifiConnectionPreferenceController 
WifiConnectionPreferenceController only shows when there are 2 SIMs,
it shows the connected Wi-Fi network.

WifiConnectionPreferenceController does not use WifiPickerTracker
to get a WifiEntry key. It should not launch WifiNetworkDetailsFragment2
which uses a WifiEntry key to find a WifiEntry.

Test: manual
      1. Make MultiNetworkHeaderController available.
      2. Settings -> Network & internet -> click connected Wi-Fi
      3. See Wi-Fi Details

005fe6951c [Wi-Fi] Add STA+AP information in Hotspot & tethering footer 
Use WifiManager#isStaApConcurrencySupported() to check if a
device supports STA+AP and shows the footer information.

Create below version 2 files for WifiTracker2 development, we can
check the feature flag only a few times and easily remove version 1
files in the future.

74cb72433a Add wifi connection info to the multi-network header 
The Network & internet page will have a dynamic header at the top when
users have more than one mobile subscription, showing information about
connectivity.

This CL adds a preference to this header when there is a wifi connection,
showing the same information as on the wifi-page (connection strength,
speed rating if available, etc.).
