0e1b53fa6f Add summary to special app access. 
Get the count of apps that has unrestricted data access and add that to
the summary for Apps & notifications -> Special app access.

f2cf2aea37 Remove code that check for dashboard feature.

7e6df837ee Remove getCategoryKey() from DashboardFragment children.
