Allow developers to inject MasterSwitchPreference, a switch
preference with two tap targets, to Settings page.
Developers should declare keyhint and switch_uri for the activity
in AndroidManifest,and then implement a SwitchesProvider.

- Modify ProfileSelectFragment to support add preference xml in the
top, and tabLayout below the preferences. Base preference layout is
dummy_preference_screen.xml which contains no preference.
ProfileSelectStorageFragment contains StorageSummaryDonutPreference
above the tabLayout.
- Make StorageSummaryDonutPreferenceController self workable without
StorageDashboardFragment dependence.
- Rename inactive_apps.xml to dummy_preference_screen.xml
- Move ShadowPrivateStorageInfo from LowStorageSliceTest

- We didn't reset reset radio button state when user click back
while dialog was popped. Change the UI, when user really accepts the
dialog content, then changes radio button state.

create a bunch of preference controllers. First of all, we are converting
lock screen preference to a preference controller. The rest part will be

We did not set the min value on slider slices when converting them
from preference to slices, which makes the slices all have min 0.
However, there are some slider which should have min value greater
than 0, for example, call and alarm.
We should get the min value and apply it to slider slice to make it
consistent with what we have in settings pref.
