Per b/327098435 the new Thread settings design proposed
(go/android-thread) is approved.
As a summary, this commit adds a new "connected devices > connection
preference -> Thread" list item and decidated config page for Thread.
Also, we simplified the airplane mode to delegate it to the mainline
code to handle it

Device should be OEM unlocked before using dev option. Show dialog
to user to perform OEM unlock. This also checks if user has permission
to do OEM unlock and it is allowed by carrier.

Allows a user to disable or enable Thread network / radio from
settings.

This adds a toggle in the Private Space Settings page to control the
lockscreen sensitive notifications for the private profile.
Sensitive notifications for private profile will still be disabled if
sensitive notifications are disabled for the main user.
