These permissions are required for any Settings tests to run, otherwise
the tests will fails.
Instead of adding these permissions to each of the tests, add it to the
Settings-core.

Declare the MANAGE_ENHANCED_CONFIRMATION_STATES permission in
packages/apps/Settings/AndroidManifest.xml.
Settings needs this permission to interact with
EnhancedConfirmationManager.
(Note that this is strictly a hint. In practice, Settings uses the
system uid has therefore access to the permission regardless of
whether we declare it here.)

When 16K OTA is applied, this info would need to be published
to a SystemUpdateManager so that we don't clobber the updates with
other pending updates. Similarly, Fetch the pending update info from

This CL introduces two more steps to restart Phone process and RILD
during the Reset mobile network flow by the help of the
TelephonyContentProvider which has been used by Pixel Adaptive
Connectivity Services ("SCONE") for a while.
The additional reset options can resolve issues like resources leak
and internal state stuck, effectively recover telephony stack into
fresh state.
The reset options are performed in the background and have no impact
on UX of the reset flow.

The feature introduces an API (an activity action) that
allow applications to launch the Reset mobile network settings
page in Settings Reset options menu.
Since the page is not implemented as an activity and can't directly
work as a intent filter of such activity action, a trampoline activity
is introduced to service as the default one.

This patch adds a new toggle under Developer settings. It defaults
to off, meaning game default frame rate is not disabled. Users
can choose to togge it on to disable game default frame rate.
When a user toggles this switch, it calls to GameManagerService
to update the frame rate of games that are currently in the
foreground and coming games.

Configuration change happens, for example rotation or resize.
This change prevents such an unwanted restart of Activity.
