The old string was used for configuration purposes, but the change was
removed. A previous patch accidentally used the old string for
choosing if the activity was exported or not.

storage manager is enabled and replaced it with a system property.

This service runs once a day when plugged in when the device has
under 15% free space remaining. If the FeatureFactory has a
storage management job, it runs the job to begin to free up space
on the device.
This is a temporary landing place and will be refactored very
quickly out of Settings.

If R.bools.config_show_regulatory_info is true, then show a "Regulatory
information" item on the "About phone" page. Show a DialogFragment
displaying the regulatory_info drawable if the item is clicked. Add a
1x1 blank regulatory_info drawable for devices that won't show this.

So it turns out we won't have the ability to control the enabled flag from
Configuration changes because the dependency is actually in the package manager.
I'm reverting this change and going to do another one that just turns them
off for all configurations, because honeycomb is just for tablets.

This inserts a launcher for the Dock settings dialog, if the
device supports it and is currently docked.
The menu item disappears if the phone is not docked in the car/desk dock.
