2601cd9142 Implement proper settings restrictions 
Settings restrictions for limited users translate to user
restrictions specified in UserManager. Added required strings.
TODO: Add NFC restriction.

028634b6af Add KeyStore storage type to Settings UI 
Give the user an idea of what kind of credential storage is in use on

Refactored User Settings UI to have two types of users.
Display a list of apps to select.
Edit user restrictions.
Handle saving and updating RestrictionEntry items via
User Manager.

6b24c45813 Add non-rectangular clip debug setting 
This change also reorganizes settings a little bit. A new section
called "Hardware accelerated rendering" now hosts all the 2D/GPU
related settings.

a70688feac Stop hijacking strings from Setup Wizard 
Some UX behavior was moved from Setup Wizard to Wi-Fi Settings after
the localization deadline, so the existing string resources were
leveraged by way of their msgid attributes. In most cases, the
original strings are no longer needed in Setup Wizard and are being
removed from there in a separate CL.

18f91756b1 Revised text for skipping wifi 
Also stopped using msgid's for these two strings from SetupWizard,
which was done to repurpose existing strings after the localization
deadline.

The preference can now be used to disable GPU profiling, expose
profiling data to dumpsys gfxinfo or display that data on screen.

bc5d9271a9 Add latest area info broadcast to Settings status screen. 
When the SIM has a Brazilian country code, add an item to the
status screen to show the most recently received area info cell
broadcast, requested from CellBroadcastReceiver, which also
broadcasts any updates to the area info. To read the area info
broadcast or request it from CellBroadcastReceiver requires
READ_PHONE_STATE permission.
