Add a new empty settings page, which is flag-guarded. When the flag
is disabled, show the original Notifications on lock screen
tri-state switch, otherwise show the new page.

In two places, Settings uses getProfileIdsWithDisabled intending to
restrict itself to *managed* profiles, but actually allows for any type
of profile.
Since the declared intent is to only deal with managed profiles, we
update the code to only consider managed profiles.
On devices that only have managed profiles (currently almost all
devices), this cl is a no-op.

- Remove unused settings
- Regroup and combine lockscreen settings. The original
lockscreen controller is used in other places (SUW and privacy)
and so it's left untouched for those uses for now.
