Adding middleware to support EthernetSettings
...
Adds EthernetInterface class and its unit tests. This class encapsulates
all operations performed on an EthernetInterface. EthernetManager and
ConnectivityManager are its dependencies to execute operations.

within the cursor area ring will not interrupt the autoclick timer.

When the preference loads, initialize the slider position using the
cursor area size value from settings.
In addition, match slider seekbar range and the cursor area size range.
