UI Change for 2-profile case:
1. When both personal and work listview are expanded, half height is allocated for each list view
2. When only one listview is expanded, full height is allocated to the list view

- Use 2 ListView instead of 1 ExpandableListView in order to scoll the list independently

- clear mAliasLoaders in onDestroy. (Seems it's a bug.)
- When work mode or fbe locked, force to collapse work list view. User message will be prompted when user press on header
- Groups in GroupAdapter is set synchronously instead of async, since we assume the number of users are fixed during initialization
- DataSet events will go through GroupAdapter to notifiy ChildAdapter

- Replaced hardcoded fragment layout with a RecyclerView. The old layout
was essentially building a list manually.
- Tweaked layout to look better.
- Hide escalation cards when there is no account. Show cards when
there is at least 1 account.
- Request an intent to start specified support type when card is
clicked.
- Monitor account changes so we can hide/show escalation cards when
add/remove account.

Show a hint text to user noting that pattern/PIN/password is
required when decrypting the credential based storage when file
based encryption is turned on.
The hint text is the same as that of the device unlock screen after
device reboot.

Add a Wi-Fi dialog activity that can be started by setup wizard to
connect to a Wi-Fi access point.
Also refactored mEdit and mModify in WifiConfigController into an
int-enum mMode, with modes view, connect and modify. This is how the
new modes maps to the old flags:
MODE_VIEW -- mEdit = false, mModify = *
MODE_CONNECT -- mEdit = true, mModify = false
MODE_MODIFY -- mEdit = true, mModify = true

Make a subclass for each enrolling screen that setup wizard uses, and
in override the corresponding get*Intent methods to always use the
setup wizard versions of the next screens.
On minor change made to the original flow is that it will now return
RESULT_OK if it is finished, as opposed to RESULT_CANCELED.

Storage wizard screens now have updated assets from UX, and various
assets are tinted consistently. We're using our own navigation bar
and wholesale replacing the layout from upstream.
Fix text colors in night mode. Tell SystemUI when we're finished
with the wizard flow.

Add a progress bar when the Wi-Fi screen is in a transient state,
like enabling, disabling Wi-Fi and scanning for network. This change
sets the progress bar as a pinned header at the top of the activity.
The pinned header container needs to be match parent so that the
progress bar can occupy the full width of the screen. If the header
view doesn't want to fill the width, then the header view *inside*
the container should be wrap_content.
Added an overloaded setPinnedHeader method that takes a layout
resource ID, and returns the view to the caller. This way the
inflater can set the parent property so that layout params will not
be ignored.

This removes the grey Wi-Fi icon from the empty-view in the Wi-Fi
list of Setup Wizard. Also updated the style so it looks like the
description text in other setup screens.
Also fixed the view recycling by not calling getRootAdapter in
onActivityCreated, since that will cause the Preference framework
to not cache the AccessPoint preference.
