To reduce the complexity of AccessibilitySettings, we are planning to
create a bunch of preference controllers. First of all, we are converting
lock screen preference to a preference controller. The rest part will be
uploaded soon.

The dark theme screen has been removed in favor of a simple
toggle with a dialog that shows up the first time a user
tries to enable dark theme when in light theme.

There was an entry point to dark mode that wasn't updated when the
display settings one was changed to point to a new screen. This
change makes it so that clicking dark mode in accessiblity also
opens the same screen.

Also went to Settings -> Accessibility, turned off animations,
and observed that animations stopped. Turned it back on, and
the came back. Also fiddled with the granular settings in
developer options, which behaved as expected.

Adding shortcut on/off switch, improving the service picker,
and adding a switch to enable the shortcut on the lock screen.
Also adjusted setting search code to avoid indexing the
accessibility shortcut aside from the main accessibility settings
page.

Added logic for proper handling of new accessibility service categories. Preferences and
services are no longer distinctly separated - services are added after system preferences
in their appropriate category, or are grouped under "Downloaded services".
