When switching to second user and try to preview the flash notification
effect it'll not work. The root cause is the receiver is registered in
system process and the broadcast is sent as second user. Needs to send
the broadcast as system user to let the receiver receive the preview
broadcast.

When both the camera flash and screen flash toggles are turned off, tapping on the preview button will have no effect and may confuse users. To avoid this, the appearance of the preview button should be updated to clearly indicated that its current state is disabled. This wil help users better understand the situation and prevent confusion.

Previously we hard-coded the settings key in FlashNotificationUtils. Change to use internal system settings key for retrieving flash notification settings from the database.
