The indexing is done by taking the indexable fragments from
search, grabbing their XML via SearchIndexableResources, and
then looking for controllers defined in preferences.
For each controller found, we take the combination of the
fragment providing the XML and the Preference info to create
an indexable row.
Buiding a Slice will be handled in a subsquent CL, but a
prototype can be found here: ag/3324435

This is a regression from ag/3120176. In AnomalyDialogFragment when
creating the real dialog, it creates the RuntimePermissionPresenter
which causes the stub error.
In this cl we shadow the RuntimePermissionPresenter since in this
test we only focus on that created dialog has the correct message
(dialog title, dialog message)

After ag/2573096, the batterystats will be refreshed after each
broadcastReceiver registeration. And this registeration happens
in onResume().
So we don't need to init batterystats in onCreate() anymore.

Two issues:
1. UID of settings app == system UID. But isSystemUid failed to recognize
Settings in secondary user is also a system uid.
2. For USER drain type, we should launch the detail page in current
user.

Test: Switch to seconday user. Go to Settings->Battery, tap owner user
battery entry, observe that detail page is shown.
