The page is still pretty janky and controllers are invoked manually.

- Add logic to DefaultAppPreferenceController to also display icon.
- Modified DefautlAssistPrefController to suppress gear icon, and use
the controller in default app setting UI to display icon.
- Remove dynamic injected payment setting activity and create the
setting statically in xml.
- Add DefaultPaymentSettingsPreference to display default payment app

Previously a default "G" icon was loaded before the injected ones and
this would be visually jarring. Also the text summary would cause the
titles to shift up, so now load an empty icon and empty summary so no
more jarring visual effects.

Notes:
- TrustAgentUtils defined a method that allowed callers to determine if a Trust Agent package is allowed to provide trust. If it is, it adds it to the list of available trust agents that can be displayed in the Settings->Security screen.
- The logic used to define what agents are permitted on the device can now be injected.
Test: Ran 'm RunSettingsRoboTest' and added a new test for the TrustAgentFeatureProviderImpl.
