If there are no tabs to show then the single Passwords & accounts page
shows all the profiles under the corresponding headings.
No tabs are shown only when the PS is locked and there's no work
profile. And if PS is locked then we don't want to show any PS setting.
On the other hand if PS is not locked then we'll have tabs.

This change renames clone profile accounts header on the account
management dashboard to "Clone" from "Personal" by using the newly added

Autofill is evolving into CredMan which means we need
to update the settings to have CredMan providers.
This CL adds CredMan equivalent classes to list the
Credential Manager providers and allow the user
to select a number of providers.

Intent defined in AccountPreferences can grant Settings protected ContentProviders' access to authenticator app. We'll explicitly set an empty ClipData to avoid being used for unexpected access grant.

displayTile() requires some parameters to determine whether to show the
injection tiles and update the intent, but the parameters were not
initialized.
Move the parameter initialization before super.onCreate() since
displayTile() will be called in super.onCreate().

When an account is added or removed, the account preference controller
just updates the account list, whereas there's no trigger point for the
account data sync preferences to refresh.
Add an API to update all preferences in DashboardFragment, so we can
refresh the account sync preferences whenever the account list is
updated.
