Add a toggle in developers options to turn on/off connected MAC
randomization for devices that support the feature. This toggle will be
only available on devices that support dynamic MAC address change and
indicated as so in config_wifi_support_connected_mac_randomization.
The toggle changes Settings Global value WIFI_CONNECTED_MAC_RANDOMIZATION_ENABLED, which the Wifi Framework will listen for to start/stop randomizing MAC addresses.

When config_showOperatorNameInStatusBar is true, "Network name" setting
is displayed in Settings app (Settings > Display).
The user can turn on/off the feature to display the network name in the
status bar from Settings app.

The old logic shows "show more" when there is any recent app, new logic
first checks if there is any displayable recent app. Otherwise go back
to display "app info".

- Introduce a RecentAppsPreferenceControler, which queries
UsageStatsManager and displays a list of recently used apps.
- Add a control flag for this feature, intially set to false.
- Make ManageApplications a static pref item instead of dynamic one.
This makes the RecentAppController easier to control "See all"
preference, which is backed by ManageApplications.
- Also adjust app_items.xml layout to make app item UI consistent with
preference item.

Moves the backup settings logic to BackupSettingsHelper and
BackupSettingsActivity:
- If the manufacturer provides the intent and the label for their backup
settings in the config.xml, a new intermediate fragment is shown for
Backup settings to let the user pick either standard backup settings or
OEM provided backup settings.
- If config.xml doesn't contain the intent, BackupSettingsActivity is
used as a trampoline activity to launch backup settings provided by the
backup transport of the default backup settings activity, i.e.
PrivacySettingsActivity.

This commit adds an option to the Settings application, making it
possible to launch a different activity for wallpaper selection
Also removing te intent constant android.settings.WALLPAPER_SETTINGS
The target for this action can't be easily overriden when the

Introduce the new Dashboard (a grid like presentation of
Settings top categories) per UX specification.
- the Dashboard is composed of "categories" and in each of them
you have "tiles"
- implement a new layout for showing top categories
(DashboardContainerView). This layout basically acts like a
grid
- depending on the device configuration make the grid with 1
column in portrait / 2 colums in landscape (phones) OR 2 columns
in portrait and 3 in landscape (tablets)
- take care of Accounts adding and removing (as it changes the
number of tiles to show)
Also remove all the old code related to Headers

Prevents them from being duplicated to other language resources,
which in turn prevents the overlay from working. This fixes the
bug where we see a blank menu item in Settings->About phone
when the non-default language is selected.
