Merge BatteryInfoFeatureProvider to BatterySettingsFeatureProvider. Also
add a new string to indicate the unavailability when there's error
fetching the cycle count value.

This change renames clone profile accounts header on the account
management dashboard to "Clone" from "Personal" by using the newly added
