- Add per-app setting for users to control whether an app can
  enter picture-in-picture when it is hidden.

9b346968e8 Add screen title to prefs. 
Scanned prefs that we currently index and added screen title if the root
node didn't have any.

Test: reindex db and verify through sqlite3.

57d92315a4 Adding Manage External Sources Settings 
Added a settings fragment to manage external sources. It lists all
applications that have either requested REQUEST_INSTALL_PACKAGES or have
their app op changed from default.

Test: Will include in follow-up CL. Tracked in b/33792674

ded9fc9b07 Align more prefs for icon space. 
- Extend preference_category to support summary text
- Removed work_profile_category, used by account list
- align prefs in storage settings
- Use Preference instead of PrefScreen in xmls
- Use proper footer preference in NightDisplaySettings, BatterySaver,
  DataSaver, AutomaticStorageManage
- Remove WallOfTextPreference

- Adds a settings panel allowing users to toggle the
  enabled/disabled state of each VrListenerService
  component installed.
- If disabled, a VrListenerService will not be bound
  from the framework, even when requested by a VR
  application.
