Updated the importance seekbar to use colorAccent instead of a hardcoded
color.
Refactored the various gear icons to all use ic_settings (a rename of
ic_bt_config). Deleted the png version (ic_sysbar_quicksettings).
Cleaned up the add icon. Now there are two vector drawables (one white,
one tinted with the accent color). Deleted the existing pngs and updated
the usages to use one of the two vector drawables. Deleted the theme
attr for ic_menu_add that had no usages.

Fix Apps items to correctly base align text, and to align correctly
in RTL mode. Use GridLayout to reduce layout complexity.

Also makes the radio button non-focusable and non-clickable, since
focus and click are handled by its list item container. Clicking on
top of the radio button still works as intended.

New "Start" action on the action bar to start dreaming. This is
no longer in preview/test mode, but a call to .dream().

First draft implementation of mocks for dream settings.
Want to merge for the weekly build, so a few things remain, namely:
- flat style for preview/settings buttons + dividers
- animation between dream row expanded/collapsed state
- wire up the help url
- possibly ditch the non-standard style
- add logging
- refresh when packages are installed/uninstalled
