5949fccc7a Remove duplicate strings. 
"Yes" and "no" were redefined many times with no clear benefit, so this
consolidates them into one definition.

fcae147f58 Fix: policy enforcement for location wifi scanning 
Make DISALLOW_CONFIG_LOCATION effectively disallow wifi scanning and
bluetooth scanning settings for location services.
