Changed the layout based on the new design mocks. Copied over
StickyHeaderListView and SetupWizardHeader. Currently using the
generic illustration but will update to Wifi setup specific version
once we get them.

For Volantis+ devices, we will give users
the ability to enable OEM unlock through
Developer Settings. To do so, we must write
the value to the last byte of a special partition
that does not get erased even after factory reset.
This feature will only be available on devices
with the persistent data partition, thus the checkbox
is only visible for devices that meet this requirement.

This adds a feature to allow DevicePolicyAdmins to prevent using
simple PINs, which are defined as those containing more than 3
repeated values. Examples include '1234', '2468', '1111', '9876', etc.

Lock-to-app when disabled shows some instructions about how to
enable it and use it.
When enabled shows an option of use lock screen, which controls
whether the device is locked when exiting lock-to-app. Turning
on use lock screen requires that the device have some security
challenge.

Switch the proc status UI's memory use bar to be based on the
new total memory use computation, instead of showing that weird
"time spent in memory states" thing.
Also now have it link to a detail page that shows details of time
spent in memory states and RAM used by various things.
