Settings > Apps & notifications > select some app that has done
some internet traffic.
Observe "Mobile data & Wi-Fi" summary data and take note of the
numbers. Then tap on it and observe that the numbers on the
details page don't match the one in the summary. This is because
the details use IEC units while the summary uses SI units.
This fix changes the summary to use IEC units too, removing
the discrepancy.

When mPackageName is null, mFinish is true. OnResume() doesn't
invoke refreshUI(). It causes uninstall button is still enabled.
The solution is hiding AppButtonsPreference when mFinish is true.

Converting to Soong will move some code from directly compiled
into the app to compiled into an Android library and then
shared between the app and the tests. This will cause resource
IDs in the library to become non-final, which means they can
no longer be used in case statements. Convert affect case
statements to if blocks.

The mapping of permissions and permission groups may be changed upon
mainline module update, so we cannot reliably read from the platform.
PermissionControllerManager is created for this purpose, so we use it
to prevent from the outdated mapping instead of mapping them manually.

The exit flag can be set by a variety of things, such as when package is
removed, or package is invalid (hidden mainline module). Loading such
packages changes the internal state of ApplicationsState class (an app
singleton), which leads to inconsistencies later.
