For wifi, a old API: buildTemplateWifiWildcard will includes the merged
wifi which is included to mobile usage. It should not double count
again. Call new API: buildTemplateWifi with
NetworkId: NetworkTemplate.WIFI_NETWORKID_ALL
and null subscriberId to get non-merged wifi usage.

calling mContext.unregisterReceiver on an unregistered broadcast
receiver will result in an exception. To make the
SubscriptionsChangeListener safe from this kind of error, add a check to
see whether start has been called before implementing stop's
functionality.

The root issue is that CharSequence is an interface.
String implements that interface, however, Spanned class
too which is a rich text format that can store HTML code.
The solution is enforce to use String type which won't include
any HTML function.
Test: Rebuilt apk and see the string without HTML style.

First, if the VPN is configured by an admin, the preference is
disabled and tapping on it will results in a policy disclouser
dialog.
In addition restriction checks in the dialog also check if the
VPN is admin-configured.

When a malicious device admin app’s name includes
a bunch of CRLF characters, it will cause incorrect shows
and selection confusion in Settings Device admin apps listView.
Test: Built the apk and saw single line title.

If America/Godthab is set as device time zone, display it as if
America/Nuuk is chosen.
If time zone is known, but is not an alternative and not shown
in time zone picker, region will de derived from user's locale.
