This is not a design which could resolve the issue, but try to improve
it through reducing the time blocking on BroadcastReceiver and reducing
the happening of ANR.

1. Enrolled a face during SUW
2. Pressed back on fingerprint enroll intro
3. Verified that the next button's text is chnaged to done
4. The done action launches the fingerprint enroll intro flow.

- Add the footer button for each pages.
- Add a new AccessibilityScreenSizeForSetupWizardActivity for SuW.
- Add suw_font_size_fragment.xml and suw_screen_zoom_fragment.xml
for each fragment.
- Shorten 50% of the preview height.
