Add in a Data object used to represent one row
in a new SQLite database used for building Slices.
The database has the following schema:
- Key
- Title
- Subtitle
- Screentitle
- Icon
- Fragment
- Controller
The key is the preference key.
Title, subtitle and Icon are for UI info.
Screentitle and fragment are for the intent.
Controller is used to get dynamic ui info (like summary),
and to take actions on the slice (like a toggle).
The actual indexing and a Slice will be handled in a subsquent CL,
but a prototype can be found here: ag/3324435

Only one connected device activity could be enabled at one time. This
cl disbale the new version but keep old version enabled in
AndroidMainfest.xml.
In this case tile could find correct activity at any time.

The preference SimSettingsActivity in the screen "Network & Internet"
never uses a summary. However the text for this preference ("SIM cards")
is top aligned in order to make room for an extra line for the
non-existing summary.
Solved by setting the summary to @string/summary_empty for the
preference SimSettingsActivity. This will make the text in the
preference to align correctly and not leave extra room for a summary.
Test: manual - Checked that preference SimSettingsActivity is correctly
aligned in screen "Network & Internet".

This is step one to deprecate SuggestionChecks. Moving logic into
SuggestionFeatureProvider allows potential logic override and improves
testability.
Also moved isSuggestionComplete tests to corresponding activity/pref
