[Safer intents] App Time Spent Preference

Set package com.android.internal.R.string.config_systemWellbeing to the
intent.

Fix: 356117796
Flag: EXEMPT bug fix
Test: manual - on App info
Test: atest AppTimeSpentPreferenceTest
