Use GlifLayout#setDescriptionText in SetupChooseLockGenericFragment

1. Use GlifLayout#setDescriptionText to align UX.
2. Remove redundant layout resources.
3. Add two new robotests.

Test: make RunSettingsRoboTests ROBOTEST_FILTER=SetupChooseLockGenericTest
Test: Check UI manually
