Roshan Pius 32913a8eda Settings: Formalize Wifi Mainline usages ...

a) Removed some of the @hide settings value which can be replaced with
an overlay flag.
b) Promoted all the other wifi setting keys to @SystemApi.

Test: Device boots up and connects to wifi networks.
