Add Wallpaper.getBitmapAsUser() ...
Add a new API to allow a wallpaper bitmap to be obtained for
a specific user.
Without this API, using only getWallpaperFile(..., userId), one
can't get a default wallpaper bitmap if the wallpaper is not set.
