Implement new calls to startLocalOnlyHotspot and
cancelLocalOnlyHotspotRequest along with the classes
LocalOnlyHotspotCallback and LocalOnlyHotspotReservation.
Added tests for starting LOHS and cancelling a LOHS request.
The calls will be exposed in a later CL.
