Dmitry Dementyev cbbc99f762 Update PACKAGE_REMOVED broadcast. ...

1) Include KEY_ACCOUNT_NAME and KEY_ACCOUNT_TYPE.
2) Only send the broadcast to packages which were able to see the
account.

Test: manual, APCT.
