Ivan Makarov 38aacc4d86 Add a common TvWindowMenuActionButton ...

Add a TvWindowMenuActionButton in the "common" folder. Replaced the
TvPipActionButton.

Bug: 242179031

Test: Enter pip and open the tv pip menu to see a set of
TvWindowMenuActionButton buttons.
