Holly Jiuyu Sun bbc858006f Add APIs to EuiccCardManager. ...

The CL contains parts of the EuiccCard APIs. getEid() is sync. All the
other APIs are async.
Move ResetOptions from EuiccCard to EuiccCardManager.
The other APIs will be added in a follow-up CL.
