Remi NGUYEN VAN b7bda39d90 Fix SocketUtils API ...

- connect, sendTo, bind were added as public API, so do not need to be
   maintained as SystemApi in SocketUtils. These APIs were added in Q
   timeframe.
 - Add @Nullable/@NonNull annotations.
