* changes:
  Add one more test for VPN usage stats.
  Addressing comments for http://ag/7700679.
  NetworkStatsService: Fix getDetailedUidStats to take VPNs into account.
  Take all VPN underlying networks into account when migrating traffic for VPN uid.
