markchien ae8aa646dc [Tether13] Move TetheringManager into framework 
Move tethering out of ConnectivityService. All client would
use TetheringManager to talk with TetheringService directly.

Bug: 144320246
Test: -build, flash, boot
      -atest TetheringTests
