Hall Liu e2f17aad5e Add new SystemApi methods for mainline ...

Add new SystemApi methods for Telecom to call in lieu of the old @hide
methods. Also moved CallerInfo and CallerInfoAsyncQuery to Telecom
because there are no more users in Telephony.
