John Reck a00eef21de Remove SaveFlags from saveLayer(Alpha) ...

This has been hardcoded as ALL_SAVE_FLAGS for a couple releases now.

Since it's now permanent behavior, remove the last bit of plumbing
for SaveFlags on saveLayer
