Jim Miller 9831d18883 Fix alternate time zone display for clock widget. ...

This fixes a bug where the widget resize event was being sent
for the wrong user.

The issue was with creating AppWidgetHostViews with Keyguard's
context which contains the wrong user id.

Fixes bug 8392718
