Amith Yamasani bbbad9cc0f Cascading timeouts for App Standby ...

Fixes overlapping of predictions, strong usage events
and mild usage events which have forced durations.

Having separate timeouts for ACTIVE and WORKING_SET
and moving between them when necessary prevents
getting stuck in the wrong state (higher) for longer
than necessary.
