Aaron Huang 6763aec94c Expose IpConfiguration and ProxyInfo APIs 
Moving IpConfiguration methods to system API
for mainline support.

Public copy constructors of ProxyInfo and add
buildPacProxy(Uri, int) to create a new proxy
properties.
