Hazem Ashmawy 7536c2bda0 Android WebView: Deprecate unsafe file urls APIs ...

Deprecate unsafe:
- WebSettings#setAllowUniversalAccessFromFileURLs
- WebSettings#setAllowFileAccessFromFileURLs
- CookieManager#setAcceptFileSchemeCookies

And direct the users to use WebViewAssetLoader instead.
