Kenny Root e8a534d8f0 Remove API that snuck into MockPackageManager ...

We didn't release the get/setPackageObbPath API, but it snuck into
MockPackageManager. However, it is not usable as a developer anyway.
Removing it so it doesn't stay in the API forever.
