Removed the @hide annotation for the following StateListDrawable APIs:
--getStateCount
--getStateSet
--getStateDrawable
--getStateDrawableIndex

Fixes: 30325322
Test: Re-ran StateListDrawable CTS tests and added tests to verify each
of the newly exposed APIs
