Migrate Bundle/Intent APIs to new, type checked, variants
Part of go/safer-parcel. Follow up to ag/16639043. Migrates the following unsafe APIs:

* Bundle.getParcelableArray()
* Bundle.getSparseParcelableArray()

* Intent.getParcelableArrayExtra()
* Intent.getParcelableArrayListExtra
