Andrei Stingaceanu 710645eb36 Remove ExtractEditAction - part 1 ...

Use the floating toolbar action mode instead.
This change is identical to 7315b15a034eeb2d9a4cd24c100023c048ca
(minus string changes). Due to scary conflicts in strings I will
make the string changes in the next CL.
