kholoud mohamed 342fd83483 Fix security vulnerability in DPMS ...

Changed DPMS#isPackageAllowedToAccessCalendarForUser to always require
INTERACT_ACROSS_USERS/_FULL permission if called for a different uid
than the calling uid.
